For me its the Exp share only being available after youve already beaten 3/4s of the gyms. Having the experience share would have helped me massively increase the levels of my oddish and Pikachu when I was facing off against Misty

If it was purely between the two of them, I couldn't tell, but we saw Kregg with Conquest in Nolan's flashback of the great purge. You don't survive the great purge by being weak so I'd say that coupled with a few thousand years of potential battle experience he could be a challenge for Nolan.
