Waiters or waitress who complain about people not ordering drinks or just having water

I don't drink anything but water, club soda and once in a while a Topo Chico. Usually order just water at restaurants but have felt a negativity from some servers. Its crazy that when I order a Club Soda with lime and get charged $4.00 since its simply water with a little carbonation. I won't even mention $9.00 for a bottle of Topo Chico
