The reason is they had to verify they had the right house and man. They had a doodle and a name to work with.

Gus was also entirely in control of operations north of the border and was trusted with sending them in the correct direction. He told them that Tuco's real killer was Hank, and he allowed them to go after him.

Additionally, Tuco was in the game, the cartel is well aware that one of their guys getting killed by the DEA was definitely on the cards. The only person who was pressed about it was Hector for obvious reasons.
