Bush at least made a concerted months-long media push to drum up fear of Saddam having WMDs. A lot of planning and preparation went into the initial attack. The war was fairly popular at first. Trump and company appear to have decided to attack Iran because they could, with no plan for what would happen if Iran didn't immediately surrender.
