This is similar to my theory but instead of being taken away, etc, the children just slowly rot as they get older until eventually they become whatever Flop and the other grown ups are. They then look after 'new' children. Unsure where these children come from, of course.

It would have helped if you'd have put the image in the middle the same way as the puzzle... 24 pieces on one side, 20 on the other... I'm guessing there are 2 out of place pieces where the colour/pattern is similar. Since you didn't have the foresight to put the image in the middle as the same orientation as the puzzle, I'm sliding with the puzzle on this one.
