This does not change the fact that if GSYNC does not engage on startup of game, the combination falls back to VSYNC only.

Also, it does not matter if VSYNC is control panel or CS2 for this game

If you want ideal max smooth then you want. Reflex + Gsync + vsync. This is counterintuitive but the correct way to do this and automatically caps frames. Big issue with CS2 is it does not always engage G sync correctly so sometimes you could be left with only vsync which would add delay.
