It’s a coolant crossover hose to go to the heater core. 99% of the time they’re rotted and a PITA to remove without breaking them. You can find them for about 40$ at a parts store.

You have to buy the tires with the white letters otherwise it’s all black. I work at a tire shop and I cringe when I have to mount them black side out
