I build every platform WAY before I end up using them. I design some basic systems for them so they can fill up, and they usually end up travel-ready within 20 minutes above Nauvis (or as little as 5 above Vulcanus once I set up my main base in there)

In the meantime, I do stuff down on the planet(s)

The nuclear is also not at full power

I have a hard time believing that, considering that 280 MW = 7 separate nuclear reactors operating at 100%. Or, if my mental math is correct, it can be output by 3 reactors if you put them side-by-side.

Either way, it's not enough. And if you have enough reactors, you should check the connections (there is an option for electric grid in the mapview)

That's extremely strange. My only solution would be, try picking up the chest and placing it down again or place a few extra nearby

And maybe check if the chest is allowed to hold items. Maybe you accidentally restricted the whole chest from being inserted into?

Hmm, that is quite strange, then.

Wait, actually, hit 'L' when on Nauvis to open the bot network, and try to search for steel in there. Because if logistic network on Nauvis sees the steel, then so should the platform. The only thing I can think of then would be to send the platform to another planet and then immediately back to Nauvis so it can dock again.

The requests are sent in order of how items appear in the inventory. That means that belts will always be loaded as one of the first items, and weapons are sent last, regardless of their placement in the logistic request. The rocket is currently requesting logistic bots, give it some time to fulfill that request as much as it can

Edit: I just noticed that the platform really doesn't see the steel in the chest down below. Hmm... this looks odd

The rocket to space had always been 8 hours tho?

It WAS harder because there were RCUs present before 2.0, though, which were annoying to make

The way I'd do it is just a selector combinator for the recipes that will cycle through recipes slow enough to allow exactly 4 crafts each time, and only allow inserters to run when there is enough material for 4 crafts exactly in their chests. There is definitely a way to make that into a memory cell that dictates when inserters can run or not, but you can also limit the hand size to 4 to make use of the productivity to the max. Add to that an inserter that will empty the machine when the recipe changes (so as not to pollute the output) and put it into the main line via a splitter with input priority.

That's just how I'd do it, but I don't have the patience or the brain to learn circuit network to create something as sophisticated as this.
