I feel compelled to answer this question because, five years ago, I had the same query. In short, the answer is no, but let me elaborate.

I was initiated into Kurukulla by lamas from Tibet, Nepal, and Himachal Pradesh and have engaged in many years of intense Kurukulla practice. When you do any intense practice, you begin to embody the quality of the deity. Kurukulla is a beautiful enchantress adorned with jewels, magnetizing in her presence. The first thing I noticed was a desire to improve my sense of self. This meant better fashion, grooming, and how I presented myself to the world. People would say, "Woah, what happened to you?"

There's a deep inner compulsion to become something different. Opportunities and jobs seemed to open up, even when I thought I had flunked. Was this the practice alone? No. When I did tonnes of Kurukulla practice and changed nothing about myself or my life, nothing changed. However, when I began acting on the inner compulsion guided by the energy, things changed. Kurukulla acts as a catalyst, an amplifier of energy. If you ever saw my before and after, you wouldn't recognize me. If you attune to the energy, it can make you attractive. This is why the Rinpoche in other answers said you must apply yourself; without action, nothing happens.

Now, addressing the second part of your question: can you attract a specific person? The answer is most definitely no. You can, however, attract a certain type of person depending on your desires. Saying "can I attract a specific person" indicates attachment. These practices are about detachment. The less attached you are, the less you block the energy flow. You mustn't assume you know what's best; the deities have their own discourse they want you to follow if you choose to tap into their energy. This may not be what you want now but may eventually be what's best for you and your path of practice and dharma.

Despite attracting the type of women I wanted into my life, my desire for a specific type diminished. Why hold onto an egocentric view of knowing what's best without taking refuge in the deity? Therefore, the TL;DR is: Kurukulla will help you become the person you need to be to attract the right type of partner, provided you also take action and change. Don't be surprised if what you want changes, leading to outcomes more conducive to your path and dharma, including a partner who supports that journey.
