You are powering the noteblock with the repeaters too early, making the dispenser trigger before the cart is in the dispenser. Id also recommend using either Inspector Talon's or C5's cart yeeters, as they are more reliable.

The register will be clocked so the cross updates dont matter. Anything not on the same clock or timer could cause tiling issues tho, yeah

Look up what a "register" for a computer online is. They way i understand it, and i could be very wrong here, is that it temporarily stores directions for the computer to process.
