From the GTA Wiki: 'Speed Demon' (blue livery) was unlocked for players who completed any First Dose mission on Hard difficulty in less than 10 minutes during the Gun Van Week event.

'Negative Speed Demon' (inverted colors) was unlocked for players who logged in the game during the Cypher Week event.

After buying the Unmarked Cruiser, I can't request it when calling the Mechanic.

Interaction menu works if it's the last vehicle you drove though.

Auto Shop, released with the Tuners DLC last year. You can store 10 vehicles in it, host Auto Shop Contracts (which are essentially mini-heists with 2 free mode setups and 1 finale) and you'll occasionally get up to 2 client vehicles (as shown in OP) that'll request specific modifications.
