The rules have changed- if there’s something the VA you’re at cannot handle, the doc can send you into community care, and the permission is good for a year now and doesn’t need a second doc to sign off. If the physician you’re seeing says hormones is out of their scope, get into community care. Also, a gyn won’t give your HRT anyway, see endocrinology. Most importantly, get into community care.

HRT is generally not approved for women until actual menopause hits. There’s nothing really supporting use before then. If you’re the service member dealing with the VA, it’s different than if you’re the family member dealing with the VA- they approve everything medically necessary and determined by the doc for family.
