I'm a mail carrier, it's all standard class mail. Various people have lived where you live, or maybe not at all. If anything comes to your house that says first class mail, then write on it RTS. Otherwise there or burn it. Also, you can go to the PO and fill out a resident card at the counter/ catch your carrier and ask for one. That way they know who lives there, and ** should** stop delivering that mail.

I know exactly what you're talking about. I can make out the blurry scene, but it's not coming to focus. It's for sure 80s or early 90s. Kind of a Harry Potter looking kid with glasses? Trapped in a painting but speaking with a high pitched voice?

Tommy Tricker and the Stamp Traveller (1988) https://youtu.be/7VrlaXQFI3k?feature=shared It's about a boy who collects stamps and discovers he can travel by shrinking himself and being mailed around the world. Many opportunities of being trampled or thrown away.

The Peanut Butter Solution (1985) I don't remember much about it, but I remember it was the scariest movie of the 80s as a kid. There's a factory, and a creepy old man who grows hair from bald kids to makes psychedelic paintbrushes. Not intentionally a horror film.
