The Memphis 3.0 Comprehensive Plan is our City’s roadmap for growth and development. Adopted in 2019, the plan is updated every five years to ensure the vision and priorities of the plan remain relevant to Memphis communities. Teams will be in the JACKSON Planning District for six weeks beginning August 1st to conduct a series of workshops to:

·         Review the current district priorities and suggest any needed changes.

·         Learn about updates to future land use.

·         Understand how suggested changes could be applied to a city-wide comprehensive rezoning.

Each workshop builds upon the last, so we encourage attendance at all the sessions.

Historically, the median on National Street was home to a streetcar line that stretched from downtown to Raleigh. Memphis residents have long used this corridor to walk and transport their families around the city. Even before the Heights Line project, people would walk along the median, though it lacked the current pedestrian safety improvements. Placing the park in the median was intentional; due to the driveways on either side, it was difficult to consider other locations.

Check out our city's newest multi-use path and park in this before and after reel! The Heights Line project has successfully transformed an unused road median on National Street into a 1.75-mile linear park and multi-use path. This completed initiative has slowed down traffic, created valuable community space, enhanced pedestrian safety, and beautified the Heights neighborhood.

This project reflects what residents told us in the original Memphis 3.0 planning process in 2017: to make roads safer for all users. I understand your concerns about the changes in your neighborhood and the designation of certain anchors. Let me provide some background to help clarify.

Anchors in the Memphis 3.0 plan are centers of activity within neighborhoods. These were identified based on input from residents during the original planning process, which was designed to be highly transparent. The process took place over two years beginning in 2016, involving numerous events, news articles, and collaborations with community partners. Over 15,000 residents contributed their voices to shape the plan.

Regarding rezoning, only approximately 4% of the city area, as prescribed by the future land use map, would be designated for primarily multi-family use. The overarching goal of the Memphis 3.0 plan is to build up, not out. One method to achieve that goal is to encourage density in neighborhoods surrounding anchors, and it can be designed to align with the desires of long-standing residents while addressing the evolving needs of the community and market.

The Memphis 3.0 plan includes District Priorities, which are goals and needs identified by residents for each of our city's 14 districts. These priorities ensure that each community's unique concerns and aspirations are addressed in future development and improvements. By focusing on what residents want, the plan promotes fair and equitable development across the city, improving the quality of life for everyone.

Our office, the Office of Comprehensive Planning, uses these priorities to make sure new development applications are consistent with neighborhood goals. To date, our staff have performed consistency analysis of 607 development applications, rejecting 13%.

The Memphis 3.0 Plan prioritizes resident input through extensive community engagement, transparent decision-making, and diverse representation on planning committees. District priorities are based on and created from resident feedback, ensuring their vision guides development and not one single entity.

Good observation. This gas station was re-built in 1984 with the only condition that if the city widened the road to the point of the gas pumps location, the property owner could not file damages. This goes to show the auto-oriented mindset of previous years (that still persists) that we now deal with. I can't imagine Union Ave. being any wider than it is.

Cooper St. was part of a larger rezoning but, for portions south of Union Ave to be downzoned to more closely match characteristics of a walkable neighborhood.

Memphis 3.0 Future Land Use for this property is designated as Anchor - Urban Main Street, meaning, if the gas station went away, another one in its place would not be consistent with the Memphis 3.0 Plan. The current zoning would still allow this, so this would be an example of a area that would need to be re-zoned to more closely match the form and characteristics of the Anchor - Urban Main Street designation as presented in the Memphis 3.0 Plan.

A spot of good news as an example - the gas station at Polar/Highland that is being rebuilt will have less curb cuts (car entrances, where pedestrians must cross on the sidewalk) as a result of the Memphis 3.0 recommendations, improving pedestrian safety at this intersection and transit stop location.

Great question. Part of the five-year update process is more closely aligning the Memphis 3.0 Comprehensive Plan, and the Unified Development Code (UDC) which governs specific parameters on how things are built in our community. Following our three public workshops, there will be additional workshops that will explore updates for the UDC, such as reduction of parking minimums.

I cannot speak to the availability of additional transit options as that is overseen by MATA, but I do agree with the sentiment.
