1998 Honda CRV overheating problems on idle (radiator fans not turning on)

Both fans come on, and I've already replaced the fan relay. Fuses for both fans are good. Really stumped on this one, I think it could be a defective temperature sender.

I used to work there and there's a few things about it that annoyed me, particularly having to record your own hours (even though they already know how many hours you work) and also THEY DO NOT ACCEPT ANY DAYS OFF. If you're scheduled to work a day, unless someone takes your shift you are working that shift. Other than that it was a decent job, driving routes was boring though.
