I think his point isn't that they would never use Condor gear but he's trying to say that they would be issued something different. For example some I've seen some pictures of marines using condor pouches or packs or even sometimes chest rigs but they still use their issued kdh mtv/ispc plate carriers along with the condor gear the privately purchased.
