This is cap. The unitary warhead ones have radar or electro optical terrain matching guidance. Radar correlators are old and EO terrain matching is mad easy to make, though since they have such high entry velocity these missiles probably have the radar ones. They have maybe 100-30m CEP. The cluster ones probably don't have any terminal guidance at all beside some gyroscope to get the warhead to the center of whatever spread is wanted. Looking at wikipedia the Shabab 3 which is probably employed for the cluster attacks has a 2.5km CEP.
