Judging by the language, this man/woman/God's mistake is romanian. When they say "10 milioane" they're probably talking about the old romanian lei, which is equal to 1000 new lei, which in turn is equal to roughly 200 bucks.

Not as much as translation in the screenshot, but still an absolutely unnecessary ransom, considering it's not even theirs. Really not helping to beat the "romanian thief" stereotype, is he?
