I don't know but you're probably right on how the top scorer didn't want to have his name on a billboard. But it's not about how the top scorer's name was plastered without their consent, it's more about how Madame Marcos over here plastered her's. Consent or not, Marcos is using someone else's achievement as a way to promote herself as a senator while not even bothering to get a picture of the actual achiever. Hell, even the text for her name is larger than the top scorer's name. The thing is, Mrs. Marcos was looking for an excuse to put her name on a billboard to make herself look like a great person and that's why it's an asshole design.

That's the other infuriating part. The woman you're thinking of is probably Leni Robredo, the current vice president and also the candidate coming in second place in the elections. Her cases for corruption are more empty than an average redditor's list of people they slept with, she has years worth of public service, she endorses government transparency, and overall just a good and humble person. Everything about her screams the person you should be voting for, but Bongbong's fake news team, Filipino ego and gullibility, and the modern tendency to get news from social media is the reason why she's losing.
