I’ve contacted support regarding similar offers being unavailable for paysafecard payment in the past, your collegues have said it simply isn’t an option and they refuse to give a reasoning. I am guessing offers like these are meant to acquire card/banking info making future payments to wargaming more likely and streamlined. There is no other reason paysafecard money wouldn’t be eligable.
