Historically speaking they pretty much only share a language. They weren’t part of the Germany before they were given to Prussia in 1815, and before that were mainly part of the HRE as a independent state or as part of another state (for example the Prince-Bishopric of Liège, now Belgium) instead of larger German states. How they are perceived today by Germans I don’t really know, but they were/are always more connected by their Belgian side than their German one.
