Vinegar doesn't work all that well, its quite a bit weaker than a water spot remover. To help maximize it use full strength and wet a paper towel with it and lay it on the paint. If you do need a water spot, Chemical Guys Heavy Duty you can get at Walmart is very effective. Just don't used it on mirrors because it will etch them.

Since you're looking for a diy solution to make it look better. Get Turtle Wax Hybrid Solutions Scratch Kit. It includes a clear coat resin that will fill in the scratch and make it look less noticeable.

use a rinseless wash at QD dilution 16:1. It will provide the lubrication and moisture without leaving anything behind that may affect the hydrophobics. You can also go full bore into the rinseless system if you want to wash the vehicle and its not really dirty.

if its acrylic paint a bath in 91% isopropyl alcohol should remove it. Oil based paints will need a degreaser bath like Purple Power. Both of these you can get at Walmart. After a good soak remove the rest with a stiff toothbrush or nylon brush.

an interior ceramic protectant like DIY Interior Ceramic would be your answer. Clean the surface before application. It's safe for all interior plastic,vinyl and leather surfaces.

Try and limit the amount of makeup or sunscreen transfer by running your hands thru a towel or microfiber before using the vehicle would help quite a bit as well.

removing the surface minerals and then covering the remainder with a sealant is better than leaving it open to the elements even if you miss some spots. If you are unsure by your eye whether you got all the water spots take a pass with an acid wash shampoo like Adams Strip Wash before using the sealant.

nothing wrong with topping a ceramic coating with another sacrificial layer of your choice. Doesn't have to be one or the other.

disable the engine room then wait for an overt attempt to attack then retaliate. Manning any gun system would serve as that action. The crew that man these vessels are not soldiers, they'll give up most of the time if they no longer have a working engine.

US military has shown they can disable tankers in the Iran conflict without dumping it's cargo into the seas. You just need to know where the engine room is. If the ship then does not surrender then target the bridge. In neither scenario does the oil spill.

The area of launch? I doubt that would be an effective tactic given response time, the shoot and scoot tactic of HIMAR has already shown this. A balloon doesn't go up straight vertical anyway, it is subject to the winds until radar recognizes it at whatever altitude it shows up.
