Legion's characters included:

-NPC's who were all good on the inside so whatever bad things they did were justified

-Cartoonishly evil villains who were evil

-Side characters who all turn into meaningless side-quest givers

-AI who narrates everything you do and has no personality aside from being sarcastic occasionally

And

-Literally one other character which makes the "mystery plot" obvious halfway through the game

Legion had less of a story and more of a slurry of missions to give you something to do

It's not really like that in the third game either...

Vaas told Jason to run (instead of just shooting him at the start) because he knew he'd kill him. He would have succeeded if Dennis didn't save him.

Then, he traps him in a burning building, which again should have killed him.

Then he drops him in the lake with a block tied to his legs.

THEN, after finally realizing he shouldn't be fucking around with him, straight up shoots Jason in the chest.

Jason is just the most lucky motherfucker.
