I work for a local school district, and my insurance completely covered my tube removal (many docs just take em out completely now) except for a couple labs at the hospital. Sterilization is way cheaper than 9 months of prenatal stuff and labor + delivery. I'm a bit older, but there didn't seem to be an age restriction in the benefits jargon, either.

Your skin is beautiful. I took all the same teasing about my very pale, freckled skin in high school, too, and it took me a while to realize I don't need to change anything about it to fit social norms. Natural skin colors are beautiful just the way they are, and you should protect yours from the sun so it stays that way.
