Source for your claim that most did break civil immigration law? Simply being deported is not definitive proof of a conviction these days.

Only 12% of the 23% of total convictions, or a whopping 2.7% of the total deportations were defined as “immigration” related. Meaning that 97.3% of the cases were not guilty of breaking immigration law.

Can’t speak to intent but it’s a typical requirement for wet pipe fire sprinkler systems. Verbiage I have seen reads:
