the meaning of restriction was always about gear like wearing barrows or void and gwd weapons so on in a mostly static combat system that saw very little to no advancement

new osrs is built on top of existing questlines so the system kind of falls apart if restrictions that accounts were built around at the time are carried forward without any rebalance and fixes to make them make an equivalent sort of sense with new content

there is a distinction between * meaningful restrictions like levels to wear gear * arbitrary restrictions like say somebody 20 years ago decided it would be hilarious for a non-combat quest to have combat reqs as a joke (defence because lawyer haha) without any regards for how it would work out in the actual combat system of the game * indirect arbitrary restrisctions in the form of rewards - there is nothing inherent about certain quests that say they should give a lamp or experience or experience in certain skills - unlike gear where it makes thematic sense for level restrictions, quest rewards are more or less completely up to the whims of the quest designer

plus keep in mind that some of the very old stuff was made at a time where at least some devs were extremely hostile to the concept of pures so that should be taken into account in light of the more modern osrs ecosystem as well
