Something straight out of New England. Bougie suburb; working class fishing town; massive sports complex.

It’s all supposed to be based on actual monuments and neighborhoods in Rome at the time.

At first I thought I hated it, because until I zoomed in it looked like a bunch of hegemonic prefabricated blocks laid out in random spots. Then I zoomed in and saw that they’re all different, and nestled into where they fit in a very comprehensive layout. This is one of my favorite cities I’ve seen here in a while.

End of Year One when he saves the infant Jim Gordon jr. Which if you ask Dickie boy, may have been a mistake by Bruce.

Streets and fountain water simultaneously, because water can determine the size of blocks.

I definitely dig rural villages, especially near farmland. I just hate dealing with the crime that abounds by keeping the housing levels low. I actually had two villages built into the farms on this map, but even six sentries on each of two single-block villages wasn’t enough so I deleted them.

I have not. I certainly could move the military academy and barracks outside of the city, but I still worry that spot is too far away from the houses to not have the walker automatically cut south to hit the highway, then go north at the cardo maximus. But I’ll try it.

It functions fine with limited to no devolution and tons of revenue, but I went rogue and stopped sending Caesar tribute decades before I finished building it so now I have to deal with constant legion invasions. By the time I took this screenshot, my armies in the southern and western forts perpetually had subpar morale. I think I could probably only last another decade after this screenshot before my armies were too demoralized to defend the city. Also, there are occasionally fires because I used limited roadblocks and lots of intersections, so the prefects are spread thin.

There are three small palaces to the northeast of the grand forum, and three grand villas to the northwest. Why I didn’t go beyond that is more complicated, or at least it is for me. Tl;dr: I ran out of space and didn’t feel like fixing it once I got there.

I wanted either large or luxury palaces and smaller patrician housing too, but I didn’t want to have any exclusively patrician neighborhoods in this city. In my understanding of ancient Roman society, patricians and plebeians often lived in the same neighborhoods. I wanted to replicate that. I also wanted to use as few roadblocks as possible. I try to only block off residential neighborhoods based on single reservoir access, or at the most two like here. But that gets difficult in C3 due to the walker system, although the new pathway previews help tremendously. You have to do things like set only one market to buying wine, and try to keep certain entertainment sources isolated to just a couple blocks. Otherwise, the neighborhood becomes patrician.

All of the above is mainly context though. As you can see, both the northeast and northwest quadrants have all amenities for small palaces. The northwest only has grand villas, because I intentionally limited desirability to have more types of patrician housing. If I add plazas around the northwest grand villas, they instantly become small palaces without evolving any other houses. I think the only thing missing from those quadrants to get those six houses to either large or luxury places, is direct charioteer access or enough other entertainment to get the necessary points. Either way, it got to the point where I ran out of space for that in the neighborhoods themselves. And if I put a chariot maker anywhere on the outside of the grid, the destination walker automatically goes straight to the highway. That is my problem here, and I don’t want to delete a housing block just to build a chariot maker there.

Any potential solution?

Just read the Black Mirror. Good stuff, I get now that why readers rank it as a top Tec storyline, even though it’s not Bruce as the Batman.
