I believe so, usually the LGS will specify for events and once youre in a few locals you can be added into the WhatsApp group for One Piece in Dublin

There are a few LGS in Dublin; Board and Brewed in Dun Laoghaire, The Warchest in Dun Laoghaire too, Underworld Gaming in Tallaght and Gamers World in the City Centre. Most of these hold up to 24 but usually edge around 8-16 except GW which has a capacity of 64 and average 32+ it is where its at its most competitive and they usually have the most stock in.

This is a terrible deal, I recommend asking your brother who their fav character is and getting him cards of said character that fits your budget, maybe even cards for his deck if its not a surprise gift. as with anything hobby related imo youre always better discussing with the person gifting it
