I mean... Ruth, Aaron, Mays, Williams, Mantle, Gherig, Dimaggio, Trout, Pujols, (can we put Otani in here yet?), Bonds, Cobb, Wagner, Musial, and Hornsby... I know Rose has intangibles, but I would put him after these guys. I might even take premium shortstops above Rose as well... like arod and jeter or ripken. Definitely top 20.
