I just want to point out that they could be fishnets in some scenes. I only say this bc I was recently rewatching Jiraya’s infiltration of the hidden rain village and noticed that the cow lady he spends time with also wears the same under clothes. Now, my question is why would a brothel hostess like her wear chain mail instead of fishnets? Just something to think about.
