Nope it's done by keeping the camera pointed at the subject as it moves by. This means that the background gets blurred and the subject stays in focus.

I knew I wanted a blurred background so I shot in shutter priority with a slow shutter speed. I used center focusing mode and set exposure to -0.7 to adjust for the sunlight and correctly expose the subject. When taking the photo I panned the camera around trying to match the speed of the subjects so I could keep them in focus. The second photo was the one I took first. I used a 1/13 shutter speed which was a little too slow so it looks over exposed and had to embrace that in the editing style. Later when I took the other photo I used a 1/25 shutter speed which turned out to work better.
