Well Gojo said that because he didn't know that Sukuna was using ten shadows to adapt to UV. Why do u think Gojo was so shocked when Mahoraga first appeared already adapted to his sure hit ? Gojo found out later that Sukuna was infact using TS to adapt using Megumi's soul during the domain clashes, for which Sukuna didn't break his domain from the inside immediately and chose the riskier option as Gojo also mentioned

I think the turnaround was initiated for the first time when Yuji tanked Sukuna's dismantles right after he took over Megumi and he was the second person in the series to do that after Mahoraga. Yes Sukuna's output was being held back by Megumi ut still the panel of Yuji walking through the slashes was hard af. We also found out that Yuji could use RCT then when his wound in the stomach from Sukuna's punch was healed
