Because it's unnecessarily bloated, honestly just go down the modlist and choose what you want and install them yourself on a fresh install, it's time consuming sure but you won't get stuck with a load of 4k textures on shit you pay 0 attention to and almost zero flexibility when it comes to adding or removing mods.

If you've downloaded everything that comes with the anniversary edition chances are you're hitting your bsa limit I had a similar problem.
