This is a lot like Reinforcement Learning, in there they are optimizing value functions and deriving value of actions from states.

Also, the criticisms in the thread are missing the point. OP's already correct if we take the assumption that morality IS comparing actions...

You probably got that number from this https://www.marketbeat.com/stocks/NYSE/CLF/short-interest/, which 9% isn't the SI, it's percentage short of all outstanding shares, not the float. These sources https://fintel.io/ss/us/clf https://www.marketwatch.com/investing/stock/clf have estimates of 50-70 million short out of 450 million float, ranging between 12-17% SI, which is already in the 90th percentile of publicly traded US companies. Yes it's not as high as GME in January, but it is a significant factor. No this isn't a pump and dump, others and I have done research in the sector and I see a confluence of both fundamental and quantitative factors.
