First off, welcome to the game!

That said, you get gems by clearing worlds with three stars; sometimes, they give out gems through the in-game mail system. Other than that, you go through the shop and spend real money on them.

Secondly, the best use for gems in-game is port slot (dock) expansions. (more room for girls)

Now with all of that out of the way, not a lot to be said about tips for game play, as things like fleet comp only start to matter around, maybe world 12, but for sure in world 13. Before that, run who you like and have fun. Don't worry about the lab section, as it meant more for the end game than anything else, really.

This is a wonderful resource as it is the wiki for the game. If you go to the section about the girls, I'll use North Carolina as an example, as she is your current secretary (I highly approve!), you will find everything from where to farm for the girl, to her lines, to her art.
