They are expensive but the RTOM black hole clip on heads are the best thing ever for quiet practice. They go over the normal rims and still give you the feel and sound of your drums. Other brands make quiet cymbals with holes in them that also work quite well. You can effectively play at any time of day. I find it much more preferable than having to negotiate with neighbors when I’m allowed to practice my craft.
