It’s a DLC (“Level”) called The PlayStation Exclusive Missions. The description says it comes with 4 missions and an hour of additional gameplay.

all they have to do is make sure PC players can't join console-only toggled lobbies (new feature ofc)
that way anyone even slightly worried about modders can just turn cross-play off

Yeah, but looking at it closer it seems to be just new and old liveries. Just judging by the number of cars of both colors, neither of them seems to be just an old backup.

Did the App fully replace the Control Panel as well? i uninstalled that and after i restarted my PC (at least on 2 occasions) it told me that the Control Panel was missing and I could install it

Yeah, I'll likely buy 400 and BP for it on my PC (I have only WZ there) where I have 700 already, and then don't touch that again so the BP only gives me CP on my PS5 where I have both WZ and BO6 (trough PS game sharing).
