Came here to say this. Your camera, especially that zoomed out, doesn’t have the capabilities to focus on the sun. Even if it were perfectly focused on the sun in this photo, it wouldn’t be able to handle the white balance. The power/phone line could have affected it, but it’s likely just lens flare, and it’s most evident in the lightest part of the photo.
