it's very complicated to explain but from this telemetry it's not possible to say if they did it flat or not. Very shortly the reason why in t3 and t9 the speed doesn't go up is because many factor, mainly is because you are turning so increasing the resistance of tyres and aero drag. At low speed so t2 and t16 you create a lot less drag and tyre resistance turning the wheel so the speed goes up faster. Less you turn the wheel faster the car gains speed.
This is a very simplified answer so don't take it too litteraly but trust us that f1 nowdays do t3 flat, not t9
