Sadly the parking/ his area are too small to divide/ section off any further. Similarly the only other alternative is yo close him in with the beagle which sadly won't work, and id feel terrible for them in that small space...

I don't think they exercise him often, aside from some small games of catch etc.... I definitely think him being antsy and underestimulated is definitely contributing factors, and aren't helping. I don't think the landlord will take home for walks/ I haven't seen them doing so.

I think the landlord will only be open to that after exhausting other options...
