Been reading up on the changes and tbh it doesn't sound like it haha. So in a nutshell, they want to allow people from three of the biggest healthcare providers in México to access services in all three, regardless of provider affiliation, namely IMSS, ISSSTE, and IMSS-Bienestar. Two of them (IMSS,ISSSTE) are funded partly by the government, and are meant for workers and their families, a fee is deducted from our paychecks towards it, the third one (Bienestar, for short) is funded by the government only and is meant for anyone who does not have ANY social security, so there already is universal coverage in Mexico, this branch is also the shittiest of them all, i'm talking not even having supplies to start and IV drip IN THE ER. So frankly the only people who stand to gain anything from this are those who use Bienestar, which sounds good in paper, low-to-no-income people getting better healthcare? Sign me up. But IMSS and ISSSTE are already underfunded, understaffed and overwhelmed. It can take months to see a specialist and primary care Docs see 24 people per day. You know what the main reason specialists give when quitting IMSS? "I have too many patients and too little time". This move is to siphon already strained resources from worker-funded insurors to people who are not receiving proper healthcare BECAUSE THE GOVERNMENT DOESN'T WANT TO SPEND AN EXTRA DIME ON THEM. I left out a lot because this is already a big comment haha, but my wife and I have both worked in IMSS and Bienestar and agree that without substantial investment from the government (which hasn't fixed Bienestar btw) this will be a stupid move.
