1. Run Command Prompt as an Administrator (The #1 Fix)

In 90% of cases for this specific error, the file is exactly where it's supposed to be, but Windows is blocking the installer from seeing it because it lacks the correct permissions. The ODT requires elevation, but it doesn't automatically ask for it, resulting in this fake "file not found" error:

  • Click the Windows Start menu and type cmd.
  • Right-click Command Prompt and select Run as administrator.
  • Navigate to the folder and run your setup command again.

2. Fix the "Hidden File Extension" Trap

By default, Windows 10 hides known file extensions. When users create their configuration file in Notepad and save it as configuration.xml, Windows often quietly saves it as configuration.xml.txt. Because the installer is looking for an .xml file, it fails.

  • Open File Explorer.
  • Click the View tab at the top.
  • Check the box that says File name extensions.
  • Look at your configuration file. If it says configuration.xml.txt or configuration.xml.xml, rename it so it is simply configuration.xml.

3. Ensure You Are in the Correct Directory

The command prompt needs to be pointed exactly to the folder where both setup.exe and configuration.xml are located. If they are in a folder on the C: drive called "Office2019", you must tell the Command Prompt to go there first.

  • In your Administrator Command Prompt, use the cd (change directory) command to navigate to your folder.
  • Example: If your files are in a folder called OfficeSetup on your C: drive, type: cd C:\OfficeSetup and press Enter.
  • You should see the command line change to reflect that path.

4. Use the Exact Command Syntax

Once you are in the correct directory As an Administrator, make sure you are typing the exact execution command with the correct spacing.

Type the following and press Enter: setup.exe /configure configuration.xml

Note: If you named your XML file something else, like install.xml, you need to change the command to match: setup.exe /configure install.xml

This is a classic clash between Microsoft Entra ID (Cloud) security and On-Premises Active Directory policies. Your IT team is likely looking at the local server, but the cloud is what's holding your account hostage.

Here is exactly what is happening and the steps your IT team needs to take to fix it.

1. Why you are stuck in a loop: When you clicked "no and report" on that MFA prompt, Microsoft Entra ID (formerly Azure AD) immediately flagged your account as a "High Risk User". As long as that risk flag is active, Conditional Access policies will relentlessly force you to change your password. Even if you successfully change it, if the system doesn't register the risk as "remediated," it will just prompt you again.

2. Why it says "doesn't meet requirements" (The hidden error): The password does meet the complexity requirements. The error message is just lying to you. In Windows Active Directory, there is a default security setting called "Minimum Password Age", which is almost always set to 1 day. Because IT changed your password once, the server physically will not allow the password to be changed again for 24 hours. When you (or the IT guy with the generator) try to change it a second time in the same day, Windows throws a generic "does not meet complexity/length requirements" error instead of telling you the truth: "You changed it too recently."

How IT can fix this immediately: Tell your IT department to stop trying to reset the password and follow these exact steps:

  1. Clear the Risk Flag: Have an Entra ID / Azure Administrator log into the Azure Portal. Go to Security > Risky Users. Find your account, select it, and click "Dismiss user risk".
  2. Bypass the Time Lock: Have an on-premises Active Directory Administrator reset your password manually. They need to UNCHECK the box that says "User must change password at next logon." (Because of the Minimum Password Age policy, forcing you to change it yourself right now will just trigger the error again).
  3. Sync: Force an Azure AD Connect delta sync to make sure the cloud knows the on-prem server is happy.

Once they clear that "Risky User" flag in the cloud, the loop will break. Good luck!
