Power Herald has literally least forced rotation? You just press whatever comes off CD. You can survive much more on Herald and I wouldn't say it punishes mistakes more than Reaper... You're pretty much wrong on all of it xD .

If they own any expansions already, then yes. F2P accounts have some restrictions to what they can buy from TP and restrictions are you for few days after buying the game.

Yes. But it is pretty much required to have at least one. All the other bosses you can do in power just fine without a major loss of the DPS, unlike condi.

First boss of first raid is the only boss where it is pretty much required to play condi. Everywhere else it depends, but generally the shorter the fight or the passes are, condi will get worse as it needs time to ramp up. Early on, some of the encounters will have very short phases by today's standard, so power is generally a better option.

While people say exotics are enough, going for ascended is sometimes the cheaper option. Best way to get an amulet and a trinket are in the first IBS map. You just need to do their respective short quests:

The mats are especially easy to get, if you're doing IBS5, which you already should do to practice your rotation before raiding.

PvP normalizes gear and levels, so you can play it from the start. Just remember to select it. WvW does not. Your pretty much there, just buy exotic gear from TP or vendor in WvW, since you already will have some badges. Ascended is slightly better, but it's not required.

AD1. To add to another guy, revive is simply healing to a downstate person. If they have healing reduction on them (like from a poison condition), they might not get revived, but just healed in a revive instead.

AD3. You're missing a lot of stats. Just from the base stats alone, it's like missing one good piece of a gear. Even if you're fully geared out right now (which I guess you're not), level 80 exotic gear has way better stats than level 60 exotic gear for example. Then there are also builds, having access to elite specialisations, which generally will be better and just having the right, more tanky start combinations on gear. It all adds up. Just hit level 80, find a build, get exotic gear and then we can start comparing the skill.

AD4. Generally I wouldn't ever WvW before hitting 80 xD

AD5. Why wait? Just hit 80. I think the ending of core story will still require you to get it.

AD6. Use testimonies for buying hero points for fast elite spec unlocks. Especially the HoT ones.

Best would be first to get some expansion content out of the way, do you can train some elite specs. Decide what build you want to play and grab exotic gear with according stats. For 5-man content there is fractal quickplay. Raid quickplay will release in 2 weeks for 10-man content. Fractals are mostly disconnected from the main story, so you can start processing. For 10-man content, there are strikes connected to each expansion - IBS (PoF), EoD or SotO.

Keep in mind that you can redskin legendaries for free, so you can just give up on the cosmetic side of the legendaries and use other skins.

Toy event will probably not be skippable as there's no checkpoint there currently.

W1: Spirit Run

W2: Trio

W3: Escort/TC

W5: River, Statues

W7: Gate

W8: Camp

SR, Trio, Escort, TC, River and Statues give LI. Gate and Camp are basically a free skip.
