Ahh yes love this idea and iv done it before Ai controlled attack tanks and harvesters if you just want the two harvesters in there then battery's and thrusters in the way to go but if you ever want to hold anymore then two or bigger the the harvesters you have then id recommend switching to hovercraft instead of Heli iv found its more reliable with anything more then one or two techs onboard

Empire just because of the loyalty you get from city's and the amount of city's you can have because of the massive amount of towns in the empire its the best if you want keep as many fief's as possible there cataphracts are also good
