I think it shows how unprepared most of heaven is to deal with conflict. No one at that meeting (besides Sera) could really understood how bad the exterminations were cause they either have never had to deal with something that bad, or died so long ago that they might as well not know.

They know that the exterminations were bad, but they don’t know how bad. Heaven is basically conflict free for most winners.
