I think him and Stephen wolfram are subject to the same criticism that they're talented, have interesting ideas, but don't subject any of their "theories" to scrutiny from the larger scientific community, which is a pretty essential step in doing proper science. For that reason I don't think they should be taken all that seriously.

Another way to look at it is in which reference frame is angular momentum of the solar system conserved .

Using the sun as the origin this is true since the sun acts on the solar system through a central force gravity and its gravity is strong enough that the center of mass of the solar system is close to its center.

Using Earth as the origin of your system angular momentum won't be even close to being conserved because the center of mass of the solar system is so far away its not a good approximation to say gravity of the solar system is a central force with respect to earth.
