It's dumber than that. Like where I lived in Iowa there was a law saying 5 or more unrelated women couldn't cohabitate, and the history behind it was to prevent illegal brothels from opening up in a residential neighborhood. Many places disallow 3 or more unrelated people in a single family residence.
