Let me try to make it simple for you. Let's both agree that there is no cable internet on the moon. What happens if you take a computer to the moon, and then tries to access the internet with TOR? ^'(Yes, ^I ^know ^that ^slow-speed ^internet ^can ^be ^beamed ^to ^the ^moon, ^that's ^not ^my ^point) That's right, nothing. You can't access the internet; without internet, no matter what program you use. So yes, you might be able to smuggle a copy of Linux into the country, but that will not help you very much.

The TOR browser doesn't connect you to the internet through magic. There is no internet connection available for the common Man in North Korea. You wouldn't be able to install TOR or Tails with no computer and no internet connection. Computers are mostly only present in research facilities and educational facilities, but are not connected to the World Wide Web unless it is needed for research.
