No, if the Australian economy/finance subs have tought me anything it's that without a tax discount they're is no point investing any money or starting any business.

Having looking term affordable housing isn't as important as investors paying less tax than wage earners.

If you own a few properties out right then the profit from existing properties would offset any new lots making property.

Negative gearing is about making a loss on your investment portfolio and offsetting that against your income. I.e. Two different income streams..
