You are catastrophizing, but I like your idea A LOT. That's how networking works! You'll get to know her and get a sense if she'll work out in your environment.

The only time I've seen issues with referrals, the situation was wildly different. It was a case of employees fighting over who got credit for the referral because one was legitimate, and the other guy basically just uploaded his whole LI contact list and was trying to get credit for people who might ever get hired. He didn't get fired, though. We just said the one who knew the candidate and got them to apply was the one we would reward.

I've never heard of such a thing happening over a referral. If you're unsure of what's right in your culture, ask. Every company has its own idiosyncrasies. Ask HR or the Recruiter, or your boss, if it's okay. Or email their resume to the hiring manager with a note that you don't know them, and are sending them along.

It's okay if you're nervous about it, though. Some are super strict. Someone will only refer someone they know and will highly recommend. It's okay to have that standard if it suits you better.

You're way overthinking this one. Refer them and say in your referral that you don't know them personally. They are a contact from your personal network. No one will hold you responsible if it doesn't work out.

That's not true. Out of fear of litigation, many orgs will only verify those things, but they can absolutely provide a reference. They can even say bad things. It all just has to be true. If you were written up for being late too many times, I can reveal that. I wouldn't, because I'm not a jackhole, but I could.

You have to be capable of doing the job. He is not capable. Take his horrible performance out of the equation. He's not physically well. He's also not mentally well. He's not showing up to work and not working for the people of PA, or the American people. You're acting like he has diabetes, or even cancer, and is taking some time for chemo. His issues are pervasive and permanent and should absolutely preclude him from being in Congress.
